This endpoint will create a test-case with the TestId being the provided Id in the request.
Once the test is started using the "RTP Test" endpoint, it will send the messages to the client through the topic:
projects/fireball-231121/topics/rtp-test-{REPLACE_WITH_TESTID}
So when deploying the testing function, make sure its listening to the topic above.
